Preparing for an Appeal to the Residential Property Tribunal

This essential training for practitioners and managers is delivered by Dr Stephen Battersby and John Bryson, both experienced housing practitioners and recognised experts in HHSRS and the RPT process. Along with RH Environmental, Dr Battersby delivers the UK Housing Professionals Forum www.rhenvironmental.co.uk/index.php/forums/housing/login, a free resource, detailing RPT decisions and Housing Policy. RHE also supplies Regulatory Information and Management Systems (RIAMS), delivering Housing information publications, documents and procedures.


This one-day, classroom-based course (09.30 – 16.30) is designed specifically to prepare delegates for RPT and Upper Tribunal (Lands Chamber) hearings and improve their general awareness and their application of HHSRS on a day to day basis. The course is packed with essential, practical advice and guidance. The number of delegates is limited to ensure the quality of training.

By the end of the course participants should:

  • have a better understanding of the options for action after the HHSRS assessment
  • be able to justify the course of action taken
  • be able to prepare a meaningful statement of reasons
  • be able to minimise the grounds for appeal, particularly on procedural issues
  • have a better understanding of how and why information and evidence should be properly stored
  • be able to prepare the necessary documentation for an appeal and reduce the need for directions from the RPT
  • be able to comply better with any directions, should they arise
  • have a clearer understanding of the role of the RPT and its powers
  • be equipped to prepare and present evidence to an RPT hearing


The course will focus on a case starting from an inspection report and then building up to a mock hearing where selected delegates will act as the Tribunal, applicants and respondents. Delegates, even those who play no direct role in the “hearing” will participate in the whole process, identifying any potential problems and ways of minimising a successful appeal.
